Folios 207-213. Letter from William Bolton Girdlestone, Clerk to the Guardians of the Southampton Incorporation, to the Poor Law Board. He refers to the grant by Parliament for educational purposes and for medical relief. He encloses for approval the appointment form for James Meallin as Schoolmaster. The form shows Meallin living out locally having been in post for 6 years [appointed June 1843] but no salary given. Also enclosed for approval the appointment form for Charlotte Dobson as Schoolmistress. The form shows Dobson now of Southampton [late Winchester] where she had been a teacher. The salary to be 15 shillings per week [£39 per annum]. Also enclosed for approval the appointment form for Henry Dusautry as Medical Officer for the St Mary's District. The form shows Dusautry living within the District having been in post since 24 June 1848. The salary to be £100 per annum. Also enclosed for approval the appointment form for George Cheesman as Medical Officer for the St Mary's District. The form shows Cheesman living within the District having been in post since 24 June 1848. The salary to be £100 per annum. Annotated: by Lord Courtenay Poor Law Inspector who reports regarding the schoolmistress that she is a very respectable person but did not think she would pass any examinations by an Inspector from the Committee of the Council. He doubts whether the schoolmaster could obtain any certificate, 'but the appearance of the boys is clean and creditable and they read and write tolerably well. The Girls also are very clean and the school is orderly. They read and answered my questions better than the boys. Neither teacher is such, as they ought to be in so important a Union.' There should be a more detailed examination by Mr Ruddock and sanction should only be given provisionally. The papers for the medical officer should be returned and amended to show the new divisions of the districts. Further annotated: 'Sanction these salaries, but state that the repayment of the salaries of the Schoolmaster and Mistress will depend on the report of the School Inspector as to their Qualifications.'
