Folios 177-178. Letter from George Saintsbury [Guardian of the Southampton Incorporation] to William Golden Lumley, Assistant Secretary to the Poor Law Board, enclosing the result of the town council meeting of 26 January 1849 he reports 'the prevailing sense of the disinterested ratepayers of all classes is so strongly in favour of the measure, and we so strongly rely on the Sanction Politic of Parliament and the Poor Law Board that we are confidently promoting the Bill and hope to get it passed early this Session.' The enclosed printed sheet refers to the subject of the Southampton Small Tenements Rating Bill. The main text is of an open letter dated 25 January 1849 from Charles Keele as Chairman of the Guardians Committee charged with the promotion of the Bill to the mayor of Southampton. It takes the form of an introduction, six numbered points and a conclusion and goes into great detail [quoting financial examples and extracts from other communications].
