Folios 174-175. Letter from George Saintsbury, Charles Keele [Captain Keele RN] Guardian to the Southampton Incorporation, together with Richard Andrews, Sheriff, and George Goldsmith, Member of the Council [of the town of Southampton], to M T Baines [Matthew Talbot Baines, President of the Poor Law Board] on the subject of rating small tenements under a certain amount to the landlords, instead of the tenants. This has become a very general topic throughout the country and many private acts have been obtained. However the expense in procuring of such acts prevents many parishes seeking to obtain the sanction of the legislature. This is the case in Southampton. The subject is to be taken into consideration at a council meeting on Friday and they ask if it is probable the Government would bring forward a general measure in the coming session to accomplish the object.
