Folios 242-244. Letter from Edward Gulson, Poor Law Inspector, Exmouth, to the Poor Law Board, reporting on unsatisfactory conditions found on his recent inspection of Clutton Union workhouse. He cites the inability of the Master and Matron to fulfil their duties, particularly in keeping proper accounts, general lack of organisation and cleanliness, especially in privies where paupers are hiding food, and lack of beds and bedding in the children's dormitories, which the schoolmistress says she has reported many times to no avail. He also reports inefficient water supply, bad drains and the premises being used for other purposes, namely Petty Sessions, Tax meetings, sittings by the Judges of the County Courts: Lord Warwick had had a room recently built for the Justices. He asks that the Poor Law Board write to the Union about his findings and suggest that the Master and Mistress might be asked to resign; another well should also be sunk, open cess pits removed and better drainage instituted; those other non-related activities should also be removed as soon as other accommodation can be found.
