Folios 204-205. Draft letter from the Poor Law Commission to the clerk to the Guardians of the Basford Poor Law Union [William Ashton], and copied to [John Riley] the Auditor of Basford Poor Law Union. The Poor Law Commissioners have received abstracts of the accounts of the Basford Poor Law Union for the quarter ended 25 December 1836 and the details of the other expenses of the different parishes. They point out that the quarter's rent of the pay room for the parish of Arnold appears too high, and they feel it should be possible to obtain a room at a rent of about one shilling a week. The Commissioners also draw the attention of the guardians to the sums spent in Wollaton and other parishes for clothing for apprentices. They request that such expenditure is discouraged, 'as relief thus given is virtually in aid of wages'. The payment of premiums for apprenticing the children of labourers, for example the £7 which occurs in the expenses of the parish of Bridgford for the apprenticeship of J Fowler, should be discouraged. They say that independent labourers would not be able to afford to pay such a premium, and it would therefore be wrong to extend this advantage to paupers. They observe that the amount charged for stationery and letters for the parish of Basford appears to be very considerable, and state that if this item approaches this amount in future, they will feel it necessary to ask for and inspect the original bills. Amongst the expenses of the parish of Lambley is an entry for 'fee farm rent to the King'. The Commissioners wish to know what exactly this item is, and the reason why it is charged on the poor rates. The letter then notes 'that considerable sums have been expended in salaries' for assistant overseers. The Commissioners say that 'these payments appear to be unnecessary and that on no Account can they be permitted'. They should stop on 25 March 1837, and the Auditor has been instructed accordingly. Referring to the charges for attending revising barristers, these may be allowed if they have been incurred by the overseers in the strict discharge of their duties and are reasonable in amount. But 'if they are for their remuneration, or for compensation for loss of time it will be the duty of the Auditor to reject the claim, the office being by Law compulsory and to be discharged gratuitously'. Finally the letter directs the attention of the board of governors to the price of the butter consumed in the workhouses, which is stated to cost 1s 7d per pound. The Commissioners ask whether a contract has been entered into, the price agreed and by what method it is procured. Paper Number: 659/C/1837. Poor Law Union Number 334.
