Folios 189A-191. Letter from John Riley, Auditor of the Basford Poor Law Union, to the Poor Law Commission, written at Papplewick. He says he has completed his second audit of the accounts of the Basford Poor Law Union, and notes that some of the officers of the union are keeping their accounts more correctly than before. There are some inaccuracies to which he has drawn the attention of the guardians, but they can easily be corrected. However, not all the books are kept as Riley wishes. He has 'taken much pains with the Several Officers' helping to make up ledgers and balance sheets, but as all the officers have now had two quarters to practise, he hopes there will be fewer problems in the future. He believes that there has already been 'great improvement in Parish Accounts' and that the Poor Law Commission's order for quarterly audits and strict examination has prevented 'great mismanagement and illegal practices'. He comments on the 'slovenly manner' in which accounts were passed or neglected by the parish vestries in the past. Riley says that in the accounts of the workhouse there was 'an error between the meat ordered in, [and] the quantity used strictly according to the Dietary'. He attributes this to 'Carelessness in the Board', absolves the governor [governor of the workhouse] of blame, and says 'they have prevented any recurrence'. He has directed that the details entered in a column headed 'Other Expences' in Schedule No 12 be sent to the Commission for their inspection. Riley thinks the lunatic asylum bills paid by the overseers are 'irregular'. He thinks the Board should order the payments to be made through the relieving officer. He also believes there are 'persons of a description in the House, by which the overseers have rendered themselves liable to Penalties for not making returns of them to the magistrates, viz idiots insane &c'. Riley then includes a copy of a declaration made 21 October 1836 by the overseers of Selstone [Selston]. It was presented by John Wilson and Richard Day, Overseers of the Poor of the Parish of Selston, and they state that they were unable to give an account for the Quarter ending 25 June 1836, and they request that their accounts for the quarter ending 29 September 1836 may be made up without including this. They hold themselves responsible, and undertake to produce their accounts 'properly signed by the Inhabitants in Vestry and by the magistrates' at the next audit. However, at the audit on 9 January 1837, the overseers of the parish of Selston failed to produce the accounts they had promised, and Riley asks what further steps he should take. Finally, Riley says that the parish officers speak well of the 'Receipt and Expenditure Books' he is using, as allowed in letter from the Poor Law Commission; that the columns are in some respects similar to the Quarterly Abstract No 4, but he would have improved the book if he had seen the latest form of the abstract. Annotated: 9ayments to the asylum should be made by the clerk and the board of guardians, not by the relieving officers. The parish officers of Selston must submit their accounts; if not, the auditor is to inform the Commission who will write to them on the subject.
