- Folios 163-164. Letter from J Riley, Auditor, Basford to the Poor Law Commission regarding his first audit of the accounts of the Basford Poor Law Union. Points he makes are: He gave guidance to the overseers and parish officers on how to record their accounts and returns. He has corrected errors and expects next quarters accounts will be better. The balance of returns from the 43 parishes is correct. He has taken written declarations from the overseers of some parishes. Ilkestone's [Ilkeston Derbyshire], balance is mentioned. He asks if he can take an Oath, or just a written declaration from an Overseer where doubt or fraud exists. He explains why No 1 districts sums are higher in the column marked 'Other expenses' in the expenditure account of form 12. It is due to the out-relief paid by the overseers prior to the appointment of a Relieving Officer. He suggests that charges in the 'Constable accounts' be dealt with at Vestry or Parish meetings and confirmed by the magistrates. Charges for a journey by the overseers to be paid at the same rate as decided at the Quarter Sessions for Constables. An example is when summoned before a [Revising Barether]. The medical and Governor's [of the workhouse] returns are incomplete as they did not receive their books until after the start of the Quarter. He mentions the difficulty with the overseers and their rate books, which should be remedied with the new Act. Report sent to the board of guardians. Annotated: The Poor Law Commission for England and Wales have to acknowledge receipt of your letter of the 29 October 1836 and in reference to the question contained therein, whether an auditor can administer and require an oath from an Overseer with reference to the accuracy of his accounts the Commission have to state that [sentence not finished].
