Folios 157-158. Letter from J Jolliffe, Surgeon, Chard, [Somerset] to the Poor Law Commission. Jolliffe explains a case which, he claims 'to have been placed in a very prejudicial position and sustained serious injury to his professional reputation'. On 9 February 1846 a messenger requested Joliffe to call on the wife of George Clark in the parish of Chardstock. The messenger was Clark's son aged about 14 and upon enquiry as to his mother's health was told 'she was bad'. Jolliffe could not call that day but would call the next day. Jolliffe visited Chardstock the next day and met Clark who was waiting for the Relieving Officer. Clark said his wife was very ill. Jolliffe went to the house and learnt that the previous day, medical relief had been apply for and refused. Before Jolliffe left he issued a certificate stating that Mrs Clark was ill, this was taken to Relieving Officer who would not give relief until Jolliffe issued an order for tea, sugar and groats. This order was given but no relief was granted. Jolliffe attended to Mrs Clark for three weeks and two days until 4 March 1846 when she died of bilious fever. On 6 March 1846 Jolliffe attended a meeting of the board of guardians at the Axminster Poor Law Union to explain actions in this case. The Board complained that Jolliffe had not visited Mrs Clark on 9 February and a vote of censure for 'gross neglect' was passed on Jolliffe. Jolliffe claims as a direct result of this he lost his reappointment to the parish of Chardstock. The new surgeon for the parish of Chardstock is Mr Hayman of Axminster. Jolliffe states that Hayman is a 'most intimate friend' of the Chairman and that the Chairman and Hayman have dined with Mr Honibon, a paid Guardian for the parish of Chardstock. Five or so of the principal ratepayers of Chardstock were also invited to dine to 'induce them to oppose my reappointment at the approaching election'. Joliffe states that in both the parishes of Membury and Chardstock he has received testimonials of 'unqualified approbation' in his duties as Medical Officer. Jolliffe's complaint is regarding the vote of censure and the 'gross partiality' of the Chairman of the Board. He also states that the Board were not allowed to receive the testimonials before mentioned. Jolliffe hopes that the Poor Law Commissioners will investigate the matter and that a legitimate decision may be obtained.
