Folios 579-580. Letter from George Spencer, Clerk to the Guardians of the Keighley Poor Law Union, to the Poor Law Board, informing them that at the meeting on Wednesday attended by H B Farnall [Poor Law Inspector] it was resolved to provide employment for the able-bodied poor by tendering for the contract to break up an allotment of about 32 acres of moorland. This will provide work in a convenient place for the paupers. If approved by the Poor Law Board a committee of guardians will tender for the work on Friday 16 February 1855. Enclosed is a statement from Farnall in support of the proposal to tender for a contract to break up a 32 acre allotment of moorland. The work to be carried out by the able-bodied poor of the Keighley Union. He writes that there is usually a policy of non-interference in the normal labour market but this area would be a small proportion of the land to be broken up and there are no independent labourers to do the work. It would be carried out by contractors using navvies. The number of paupers in the Keighley Union has reached about 10% of the population due in part to closure of some mills. The extra relief required is £7,000 per year. There are more than 500 able-bodied men receiving relief in the Keighley Union. Paper Number: 5393/1855. Poor Law Union Number 571.
