Folios 177-179. Letter from George Spencer, Clerk to the Guardians of the Keighley Poor Law Union, to the Poor Law Board. He reports that at the meeting attended by Mr Farnall [Harry Bernard Farnall], Poor Law Inspector, the guardians adopted the resolution that the out-door 'Test Order' of 25 August 1852 cannot be carried out. Spencer is also requested by a deputation of ratepayers, who also attended the meeting, to forward a memorial on the subject for Board's consideration. Enclosed is the memorial [petition] produced at a public meeting of the inhabitants of the Keighley Poor Law Union, held on 16 November 1852. The memorialists wish to convey their disquiet at the document called the 'General Order', addressed to the Poor Law Unions of England, instructing them to enforce certain regulations relating to the distribution of relief. They consider these to be harsh and to limit the power of the guardians of the Keighley Poor Law Union. They hold the view that though such a law should distinguish between the deserving and the non-deserving, it should meet the needs of the deserving and in a spirit of kindness. They see little improvement in the conditions of the really deserving, rather a tendency to contract or even remove this allowance. They consider that the distribution of relief funds should be done by those residing locally and acquainted with the applicants. They believe that the order sets aside local powers of the board of guardians. The ratepayers also feel that they should have discretion over the use of their money. Finally, they request that the Poor Law Board set aside the General Order and allow the guardians to dispose of the rates as they have done since the establishment of the new law.
