Folios 155-160. Draft letter from the Poor Law Board to George Spencer, Clerk to the Guardians of the Keighley Poor Law Union, acknowledging receipt of the memorial of the guardians on the subject of outrelief - the general order of 25 August 1852. The Board, while wishing to comply with the views of the guardians as far as public duty allows, are unable to comply with the views exprssed in the memorial.The guardians accuse the new rules as preventing relief in kind which would inflict a hardship on the poor. The Board have introduced the rules to prevent misapplication of the relief given. If after the rules have been in operation for a period of time the expectations are not realised or are accommodated by hardships to the aged or helpless poor then a partical modification could be made. In particular the giving of relief to employed able-bodied persons is an old evil which must not reoccur. The Board hope the guardians will use their best endeavours in regard to the new rules.
