Folios 151-154. Letter from George Spencer, Clerk to the Guardians of the Keighley Poor Law Union, to the Poor Law Board. He wishes to inform the board that the guardians have considered the outdoor labour test order of 25 August and they wish to forward the enclosed memorial relative to it. This was agreed at a meeting yesterday. Enclosed is the memorial [petition] produced at a public meeting of the inhabitants of the Keighley Poor Law Union, held on 16 November 1852. They estate that they received the order with great surprise; that in would be in vain to try to carry it out here or in any other union in the North of England. Information on what food should be given to the poor would be difficult to obtain. Providing relief in kind would inflict great harshness on the poor. They also state that the descretionary powers shoul be left with the guardians. They consider the section refusing relief to the able bodied already in work to be unjust to those unable to provide a wage foer the whole family. There are many families who have benefitted from this. They ask that the order is recinded. Signed by Mr Lund, Chairman. Paper Number: 9108/1852. Poor Law Union Number 571.
