Folio 148. Draft letter from the Poor Law Commission to Thomas Hallen, Solicitor for the Borough of Kidderminster, replying to his letter of 14 February 1837, in which he notified the Commission of the outcome of the parish meeting held 11 February 1837 to enable approval for sale of the Kidderminster workhouse and land to the Kidderminster Poor Law Union. The Commission do not feel that the amended resolution passed by the majority of ratepayers and owners of property voting at the meeting can be entirely sanctioned by them. They do not think that any part of the proceeds from the sale should be used to defray expenses incurred by the Borough of Kidderminster in obtaining a Local Act of Parliament. Regarding the debts owed by the borough, the Commission would readily consent to some of the proceeds being used to discharge the debt, but only 'if it has been legally incurred on behalf of the Parish'.
