Folios 146-147. Letter from Thomas Hallen, Solicitor for the Borough of Kidderminster, to the Poor Law Commission, sending a copy of the resolution paper approved at a vestry meeting of the 'Inhabitants' [ratepayers and owners of property in Kidderminster] on 11 February 1837. This is the meeting which the churchwardens and overseers of the poor have been instructed by the Commission to convene to enable a vote on the sale of the workhouse. Hallen assures the Commission that the 'Parishioners' wish to follow the instructions but there are matters, considered essential and reasonable, which they wish to submit to the Commission first, through a committee. They hope that the Commission will authorise this action under the powers of Act 5& 6 Wm IV c 69 s 3. The committee is to be appointed the following Friday [17 February 1837]. The resolution paper, titled 'Boro' of Kidderminster Union, County of Worcester', includes the following information: The meeting, of ratepayers and owners of property entitled to vote, took place on Saturday, 11 February 1837 in the vestry room adjoining the parish church. Notices of the meeting had been given out in the parish church and in St George's Chapel on the previous Sunday and posted 'on the doors thereof'. The Reverend James Farley Turner chaired the meeting. The motion to agree to the sale of the workhouse and premises, according to the rules and procedures of conveyance and to the 'permanent advantages of the Borough of Kidderminster', was proposed by Henry Widnell, Churchwarden, and seconded by William Grosvenor, Assistant Overseer. The above motion was not carried due to an amendment, moved by James Morton, seconded by Samuel Beddoes. The amendment, which was passed, with only two dissenters, stated 'That, although this meeting cannot immediately pass the above Resolution committing to sell the Workhouse, they fully concur in the propriety of so doing'. They will only agree to do so, however, providing the guardians of the Kidderminster Poor Law Union will, firstly, use part of the proceeds of the sale to pay the expenses, past and in the future, involved in obtaining a Local Act of Parliament to assess landlords of small tenements in the town, a measure already agreed at a parish meeting, and, secondly, pay off the debts owed by the Borough of Kidderminster before the formation of the Kidderminster Poor Law Union. The churchwardens and overseers are requested to call a meeting to approve a committee to negotiate with the guardians. The resolution paper was signed by the following people present at the meeting: James Farley Turner, Minister. Henry Widnell, Churchwarden. William Grosvenor and James Southern, Overseers. James Morton, Samuel Beddoes, I Godfrey [Isaiah Godfrey], George Perks, Thomas Carter, James Tuck, Benjamin Potter, John Stockall, Thomas Potter, Hickman Wales senior, Benjamin Tyler, Christopher Nash, William Gethin, Thomas Pugh, [Thomas Lanny], Thomas Newport, John Gratham.
