Folios 130-131. Letter from Henry Saunders, Clerk to the Guardians of the Kidderminster Poor Law Union, to the Poor Law Commission, regarding the payment of pensions by the churchwardens and overseers and referring to a letter received from the Commission dated 20 January 1837. Although the Commission stated quite clearly in that letter that it would be preferable if people entitled to a pension due to a need for poor relief were paid by the relieving officers rather than the former parish officers, the guardians have decided, at a meeting on 31 January 1837, that they would prefer to retain the old system, subject to the Commission's agreement. The reasons seem to be, partly, that there are other pensioners not on poor relief who will still be receiving pensions from the local parish officers, in which the Kidderminster Poor Law Union cannot interfere, partly also, that it would keep people 'off the relief list' and avoid the degradation of 'many deserving and respectable men' being seen as paupers. There are over sixty people in Kidderminster entitled to pensions 'of various amounts', some of whom are able-bodied men with only partial employment, Saunders writes. The churchwardens and overseers have managed the situation for several years by advancing pensions weekly and then 'taking assignments' to obtain repayment to the parish for those who would otherwise receive poor relief under the latter part of the Act 59 Geo 3 c 12 s 30. The guardians feel it preferable to continue this system of reclaiming money after the pension payments, although the disadvantage would be that, if a pensioner should die after receiving a weekly advance but before the official entitlement date, this money could not be reclaimed and would therefore be 'lost to the Parish accounts'.
