Folios 241-242. Letter from John Andrewartha, Mevagissey, to the Poor Law Commission, writing on behalf of the overseers and landowners of Tregony. A valuation of the township he made three months ago had to be used to set a rate. However the householders think the land has not been rated highly enough compared to the houses. He explains that he based his valuations on a house and a field, for which the rent was acknowledged to be fair. Land is not held by large estates, but separate fields are let out to different individuals. His valuation of the fields sometimes varied from the amount indicated by the rent, as some people pay a higher rent to secure a field wanted for a specific purpose. He asks: if fields are liable to be rated at the rent they bring in regardless of their actual value? may fields be rated above their yearly rent, so long as this is not more than fields where a higher rent is charged? if they are legally obliged to use a fair value as their guide, or may they use the higher extreme?
