Folios 112-113. Draft letter from W G L [William Golden Lumley, Assistant Secretary to the Poor Law Commission] to R M Hodge [Richard Michell Hodge], Clerk to the Guardians of the Truro Poor Law Union, acknowledging receipt of his letter of 31 December 1840 concerning implementation the Vaccination Extension Act and the difficulties they have encountered with medical practitioners refusing to contract at less than 2s 6d per successful case. They inform Hodge that the great majority of contracts in England and Wales have been at 1s 6d and do not think the medical practitioners are justified in asking for more. However the Commission cannot see how a lower rate can be enforced without using contractors from outside the union district. However they fear that this will cause resentment among local medical practitioners as well as delaying [smallpox] vaccination, so do not recommend it. They believe there is no option but to agree to the higher payment. After a few months experience there may be more agreement on remuneration and contracts can be terminated or modified.
