Folios 106-107. Letter from C Carlyon [Clement W Carlyon MD Magistrate] to the Poor Law Commission, explaining that the board of guardians has been delayed by the absence of their chairman, Mr Gwatkin, who has now returned. They propose to offer the contractors 1s 6d per head for successful cases, on condition that they vaccinate for eight successive weeks, and continue as long as necessary should smallpox reappear. They consider this more effective than spreading vaccination over the whole year. The matter is urgent as there is an outbreak of smallpox near Truro. Carlyon has written a letter to the other boards of guardians, through the provincial newspapers, urging them to press ahead with vaccination and suggesting an initial payment of 2s 6d per head as an additional inducement to contractors. Carlyon contemplates the complete eradication of smallpox from Britain. Variolus vaccination has been shown to stop epidemics. He states that cow pox is in fact smallpox modified by the system of a cow. This discovery helps overcome prejudice against inoculation and allows a cow to be used as a source of vaccine in a future outbreak. Carlyon criticises the lack of provision for inspection in the Vaccination Act. He thinks that every union should have a professional visitor 'of a superior order', who could monitor the process. But as the Act does not provide for this, he believes there should be a higher payment to obtain contractors in whom they have greater confidence. Annotated: to thank Carlyon for his letter and to tell him they are sure the Board of Guardian's contracts will be approved. The Commission will require copies of the contracts, but there must be no delay in beginning vaccination. Paper Number: 1139/V/1840. Poor Law Union Number 57. Counties: Cornwall.
