Folios 426-427. Draft letter from the Poor Law Commission to George Spencer, Clerk to the Guardians of the Keighley Poor Law Union, regarding the report of the Select Committee of the House of Commons on the management of the poor in Keighley Poor Law Union, a copy of which was sent to the guardians together with a letter (8649/B/1842) dated 1 August 1842. The Commissioners direct the guardians' attention to page 77 of the report, questions 1603 to 1607, which contains the evidence of Joseph Waterhouse, Master of Keighley Workhouse. The Commissioners wish to know why Sir John Walsham [Assistant Poor Law Commissioner] was not shown a room described as a garret which was slept in by a man not entirely of sound mind. They would like a written explanation from Joseph Waterhouse of his reason for not showing this room. As the enquiry elicited the fact that there were several people of unsound mind in the Keighley and Bingley Workhouses the Commissioners would like a list of all such persons, together with certificates from the medical officers of each workhouse stating whether or not they pose any sort of danger.
