Folios 342-343. Draft letter from the Poor Law Board to Charles Hart, Clerk to the Liverpool Select Vestry. They have received a copy of Harry Burrard Farnall, Poor Law Inspector's report of his enquiry into the conduct of vaccinators, Mr Gill [George Gill], Mr Steel [Arthur Brown Steele], Mr Emett [Henry Emett] and Mr Donlevy [James Edward Donlevy], Medical Officers, employed by the Liverpool Select Vestry, together with evidence taken by him. The enquiry establishes that the medical men have carried out their duties as vaccinators in 'a most careless and reprehensible manner', surprising in men of their character and position and exposing them to a loss of confidence of their employers and members of the Poor Law Board. The recommend that their contracts as vaccinators are terminated [determined] and new vaccinators appointed who will carry out all vaccinations personally. The Board wish to commend the Liverpool Select Vestry in their programme of vaccination and their efforts to establish checks which would ensure the programme was carried out effectively, despite the fact that, owing to the character of the officers involved, these checks were not as successful as anticipated. A copy of this letter will be sent to each of the medical officers who have been the subject of this enquiry. Paper Number: 27952/1852.
