Folios 297-305. [Continued from MH 12/5969/] Letter from Steele to Farnall, 20 May 1852. He wishes to produce evidence of Ollis's insolvency and asks if a certified copy of the judges' notes will be acceptable. He also requests that the vestry clerk gives him a copy of a letter written by Ollis in which he makes accusations against the medical officers. Letter from Farnall to Steele, 30 May 1852. He will accept the evidence as a certified copy. He will read the letter and if relevant it will be produced at the next meeting. A copy/draft from Farnall is written on the letter. Letter from Steele to Farnall, 21 June 1852. He sends the following statement, as requested, relating to his employment as a vaccinator. He signed the declaration without personally inspecting all the cases as he considered it a formality, so that it would then be passed by the committee. He only signed after receiving the assurance of his assistant, Huston, that all the cases had been successfully vaccinated. He had no reason to doubt his honesty and generally supervised his cases, except when busy and denies that he was 'recklessly negligent'. Out of 100 cases dealt with by Graham only 18 were [illegible] and these only occurred just prior to his leaving. When he received a resolution from the committee instructing that each case should be personally inspected he did so and since then no fictitious cases have been proven. Steele gave details of about 200 cases to the committee, 100 of which were performed by Graham and verified by himself. He states that he is willing to carry out any recommendations of the Poor Law Board and regrets that it has been necessary to hold the enquiry. He thanks Farnall for conducting it with impartiality and courtesy. Deposition of Honoria Clancy. Charges relating to Steele, week ending 8 November 1851. Cases: 90 Ellen Clancy. 91 George Clancy. 92 Mary Clancy. She is the wife of Brian Clancy and they have six children, none of whom have been vaccinated in the last 12 months. In September 1851 a 'young man', who said he had come from Steele, called enquiring for children to vaccinate. She said she had two, Bernard Clancy and Michael Clancy, who had not been vaccinated, but as she was unwell she would not let him vaccinate them. He called again several days later and again she refused, but he noted the names of three of her children, Ellen Clancy, Mary Ann Clancy and Lawrence Clancy, as she repeated them. She has never had a son called George Clancy. He then asked her to tell the 'visitor', when he called, that he had vaccinated these three children. She told him that she would not lie for him or Steele. When the 'visitor' called a few days later he just asked the eldest child if any had been vaccinated and she replied 'yes, long ago'. Deposition of Margaret Davies. Charges relating to Steele, weeks ending 8 November 1851 and 15 November 1851. Cases: 93 Margaret A Davies. 94 Ezra Davies. 113 Harriet Davies. 114 Ann Davies. She is the wife of Ezra Davies and they have three children, Harriet Davies, Ezra Davies and Mary Ann Davies. She does not have a child called Anne Clancy. In July or August 1851 a 'young man with dark brown hair' called enquiring for children to vaccinate, but the youngest child, Mary Ann, was ill then. In October or November he called again and the child was vaccinated, but it did not take. When the 'visitor', a 'dark complexioned man' with spectacles, called a few days later she told him this. The vaccinator called again, it was redone and took this time. Her other children were vaccinated in infancy, but the vaccinator noted the names of all the children. He never returned. Deposition of Elizabeth Dolan. Charges relating to Steele, weeks ending 15 November 1851 and 26 October 1851. Cases: 109 Agnes Dolan. 110 Elizabeth Dolan. 65 Ellen Dolan. 66 Rose Dolan. She is the wife of Patrick Dolan and they have seven children. The youngest Ellen Dolan and Rose Dolan, twins, were born on 4 August 1851, delivered by Dr Gill's assistant. Her husband thought that Gill was the doctor for their district, but while his assistant was there he was told this was incorrect and they should apply to Steele. Steele came that day, but subsequently sent his assistant. There was no mention of vaccination. In September he called several times and asked her to have the twins vaccinated. She refused on each occasion as they were so delicate, but in January 1852 she allowed him to vaccinate Rose. It did not take and the child became ill and died that week. He did not vaccinate any of her other children, but he told her to say that he had vaccinated Elizabeth and Agnes. She agreed to this, but did not understand. When Cornett called she told him what the vaccinator had requested. [Continued at MH 12/5969/]
