Folios 194-195. Letter from Harry Burrard Farnall, Poor Law Inspector, to the Poor Law Board. He has instituted an enquiry into the alleged neglect by Henry Emett, Medical Officer, in his treatment of the Mary Hargreaves [Mary Hargraves], wife of Thomas Hargreaves [Thomas Hargraves] during her confinement. He wishes to point out that the 26 similar cases referred to in the Letter from Charles Hart, Clerk to the Liverpool Select Vestry, on 5 June 1852, involved all the medical officers of the Liverpool Select Vestry. He refers to the depositions made and enclosed with the above letter and the fact that the relieving officers have not recorded grants for medical relief in the application and report books for the last three years. There is therefore no record of the case of Mary Hargreaves. He concludes that Hargreaves did not require the parochial relief he was granted, that he was drunk when he requested Emett to attend his wife and that he should have requested assistance earlier in the day, as his wife had been in labour all day. However, Emett should have attended as Hargraves had been granted an order. He records that the conduct of the relieving officers has been 'most irregular.' Several other cases of neglect were revealed, but due to the conduct of the relieving officers, the select vestry abandoned any charges. Paper Number: 25613/1852.
