Folios 163-164. Newscutting: medical relief committee - the vaccination cases. Mr Fairhurst, Chairman of the Medical Relief Committee, [Liverpool Select Vestry] gave details of an enquiry carried out by the committee into reports of 'vaccination by deputy' and fraud in vaccination procedures. A resolution before the committee in November 1851 proposed that vaccinators should both carry out the vaccination and certify that it had been done. However the use of deputies was allowed. In January 1852 evidence of extensive fraud was brought to the attention of Fairhurst by Mr Bradshaw, Medical Officer, and an enquiry instituted. Depositions were taken, forwarded to the medical officers for their response, which they declined to make. After critical articles in local newspapers, the enquiry was passed to the Poor Law Board, to be conducted by Harry Burrard Farnall, Poor Law Inspector. Fairhurst asks Farnall a number of questions: 1. What was his opinion on how the evidence was gathered? There is no better way than by taking depositions. Farnall's evidence confirmed that of the Medical Relief Committee enquiry. 2. Did he feel that the reports of Mr Ollis [Allis, Hollis], who conducted the enquiry for the committee were truthful? Ollis appears to have done the work to the best of his ability. 3. How did he think the enquiry had generally been conducted? There had been no attempt to lead him or contact him privately to influence his opinion. Mr Cornett [Cornet], Inspector of Vaccination, employed by the select vestry to verify vaccination cases, admitted signing documents without checking their contents and has resigned.
