Folios 547-548. Letter from Henry Saunders, Clerk to the Guardians of the Kidderminster Poor Law Union, to the Poor Law Board, enclosing a copy of a resolution of the board of guardians about industrial schools. Enclosed is a copy of a resolution of the board of guardians on a report by Mr Symons, Inspector of Schools, referring to Order 114 of the Poor Law Commissioners. This requires that pauper children be taught reading, writing, the principles of Christianity and also industrial employment. This can be carried out without establishing district schools. At present the Board employs a schoolmaster and a schoolmistress, who are assisted by the curate. For their industrial training the boys are taught spade husbandry, tailoring and shoe making, according to their ability. The girls are taught room scouring and other household work, as well as knitting and sewing. Under the continuance of poor trade in the district, the guardians consider that it would be impolitic to collect the extra rates needed to establish district schools. The guardians feel that if in the future national rates are introduced instead of the present local system, the wishes of the Privy Council on Education might be carried out. Proposed by Mr Wright, seconded by Mr Wilkes. Copies to be sent to the Poor Law Board and to Mr Symons. Paper Number: 8004/1849. Poor Law Union Number 530.
