Folios 368-370. Appointment form from H Saunders [Henry Saunders], Clerk to the Guardians of the Kidderminster Poor Law Union, to the Poor Law Board, requesting approval for the appointment of Henry Charles Ellins as Schoolmaster. The form shows Ellins to have been resident schoolmaster at the Kidderminster Workhouse for the previous six months and his proposed re-appointment at a salary of £30. The post became vacant after his resignation due to his failure to obtain a Certificate of Probation from Mr Symons [Jelinger C Symons], Inspector of the Workhouse Schools. Enclosed is a copy of the report of a meeting of the Board of Guardians of the Kidderminster Union on 20 June 1848 for the purpose of electing a schoolmaster. Applications for the post were received from: John Pember, 39, of Kidderminster. Robert Hall, 20, of Cheltenham. Samuel Smith, of Sedgley. James Williams, 21, of Droitwich. John Silvester, of Stourbridge. Edwin Hall, 19, of Bridgnorth. H C Ellins [Henry Charles Ellins], [21], the present Schoolmaster. After reading the applications and testimonials, Mr Wright and Mr Allport proposed that Ellins be elected for the time being. This was opposed by an amendment from The Reverend R Turner and Richard Heath suggesting a postponement of the election until Robert Hall, not present on the day but with apparently `superior testimonials', could attend in person. This amendment was defeated by a majority of ten to four and the appointment of Ellins was agreed subject to the approval of the Poor Law Board. Annotations from the Board stated that they could not sanction Ellins' permanent appointment but recommended that he be re-appointed for six months to give him time to prepare for the examination and obtain the appropriate certificate from the Inspector of Schools.
