Folio 290. Draft letter from the Poor Law Board to Henry Saunders, Clerk to the Guardians of the Kidderminster Poor Law Union, informing him about a report made by Mr J C Symonds, Inspector of Schools to the Committee of Privy Council on Education. This concerns H C Ellins [Henry Charles Ellins] who was appointed Schoolmaster of the Kidderminster Poor Law Union Workhouse on 20 January 1848 for a period of 3 months. The report states that under examination, H C Ellins has failed to obtain a certificate of probation. The Poor Law Board declines to sanction the continuance of Mr Ellins as Schoolmaster and requests the guardians to call for his resignation. Reasons given are as follows: 1. Mr Graves [John Thomas Graves], Poor Law Board Inspector, received a complaint that Mr Ellins had improperly punished a boy under his charge. 2. Mr Ellins is unaware of the provisions of Article 140 of the General Order of 24 July 1847 respecting the punishment of children in the workhouse. 3. School punishments were not entered in the Pauper Offence Book as required by Article 143 of the Order. The Board calls the attention of the guardians to these facts in order that the rules of the order referred to may be more [widely observed in future]. Paper Number: 12090/1848.
