Folios 285-289. Letter from Thomas Hartley, inmate of Kidderminster Poor Law Union Workhouse, to the Poor Law Board complaining about the conditions in the workhouse. His criticisms are that in spite of complaints, the inmates' stockings are washed infrequently. Elderly men are not being given tea and butter when they are entitled to them. He suspects favouritism. Some elderly disabled men are incorrectly classed as able bodied and set to hard labour by breaking stones. One man of over 80 years of age was forced to the [stone block]. He was carried on a man's back or pushed in a wheelbarrow. Sick men are mixed with the well. 'Idiots' are 'in places below the earth'. Hartley feels he has said enough to show that the Workhouse needs investigation. Also attached is an internal memorandum, an unsigned informal letter, addressed to 'Mr President' noting that there are now a considerable number of paupers' complaints that turn out to be groundless. The writer advises that 'We' ought not to acknowledge them as that encourages them to write. The originals should be sent to the Guardians with a request for their return. Annotation: Mr Graves [John Thomas Graves, Poor Law Inspector] states he will visit Kidderminster and enquire if there are grounds for complaint. There has long been discontent in this workhouse.
