Folios 277-280. Letter from Henry Saunders, Clerk to the Guardians of the Kidderminster Poor Law Union, to the Poor Law Board forwarding separately dated copies of resolutions of the guardians. These concern the appointment of a successor to Miss Barber [Mary Barber] as Schoolmistress. In reference to what had taken place respecting Miss Rennick [Sarah Rennick], the guardians enquire if they have acted rightly in appointing Miss Underwood. Report of a meeting of the board of guardians, held on 14 March 1848, recording the election of a Schoolmistress following the resignation of Miss Barber, when the candidates were Sarah Rennick, 35, Kidderminster; and Elizabeth Yeomans, 32, Kidderminster. The procedure at the meeting was as follows: 1. The clerk read the applications and testimonials. 2. The proposal to appoint Sarah Rennick was moved by the Reverend R P Turner and seconded by Captain Elwes. 3. Her salary was to be £20 per annum, with the rations of the House, for a trial of one month. 4. The resolution was carried unanimously. 5. Miss Rennick appeared before the board and was informed of her appointment for a one month trial. 6. Her duties were to commence on 27 March 1848. Report of a meeting of the board of guardians, held 21 March 1848, referring to the appointment of Sarah Rennick upon trial as Schoolmistress, when it was stated that The persons recommending Miss Rennick had withdrawn their recommendations. Miss Rennick had been informed that she could not be accepted and had withdrawn her application. It was further stated that In a few days, the female children will have no Schoolmistress to attend to them. There is no time to give the usual notice of election. A proposal, moved by Reverend R P Turner and seconded by Mr Brinton, requested Miss Underwood to take the situation for one month. In the meantime, advertisements for a schoolmistress would be placed in midland counties' papers. Report of a meeting of the board of guardians, held 11 April 1848, concerning the appointment of a schoolmistress, when it was stated that: 1. This was the appointed day for the election of a schoolmistress pursuant to advertisement. 2. The master of the workhouse reports that Miss Underwood has performed her duties satisfactorily and is a proper person for the situation. 3. It was moved by Mr Wright [Joseph Wright] and seconded by Mr Baldwin [W H Baldwin] that the appointment of a schoolmistress be adjourned for two weeks, in consequence of the resolution passed 14 March 1848, appointing Miss Rennick, not having been properly rescinded. 4. An amendment moved by Mr Brinton and seconded by Captain Elwes proposed that Miss Underwood should be elected, subject to the opinion of the Poor Law Commission [Poor Law Board] on the necessity of rescinding the resolution appointing Miss Rennick, according to Article 39. 5. A majority of 7 to 4 carried the amendment. Copy of a letter, dated 20 March 1848, from S Lea, of 'The Lakes' presented to the board of guardians on 21 March 1848, withdrawing his recommendation from Miss Rennick and apologising for giving her a testimonial of character without any knowledge of her recent 'Proceedings'. S Lea further states that, on returning from Worcester, Miss Rennick will be advised to go back to her friends there. Annotation: [Ask] Mr Lumley [William Golden Lumley, Assistant Secretary to the Poor Law Board], for his opinion. It was not necessary to rescind the [resolution] which professed to appoint Miss Rennick as, having been for a limited term, it was not ever valid. Paper Number: 10808/1848.
