Folio 272. Report of a 'Visit by Commissioners in Lunacy', pursuant to 8& 9 Vic c 100 s 11, observing conditions of the 'Idiot Ward' in Kidderminster Poor Law Union Workhouse at Kidderminster Foreign, as recorded by [Dr Twiner] and [Mr Mylne]. Their report covers 'Dietary' [including clothing and bedding], accommodation and treatment of inmates of unsound mind. The main items of concern are the 'Idiot Room', which contains six beds, is also used as a dayroom. Although it has a fireplace, this apartment is dark and gloomy and is sunk at least a foot below the level of the adjacent yard. The yard is not for the exclusive use of the room's occupants. Other comments include instrumental restraint is not used. Violent or sudden, possibly curable, cases of insanity are sent without delay to a lunatic asylum. Information about the inmates includes name, age, sex and type of mental incapacity. Listed are the following men: John Lewes, Henry Dugard, Thomas Cranage, William Gordon, William Hill, John Hall and James Bache. Women: Abigail Edwards and Mary Brown. Both women work diligently in the scullery. Annotation: J T G [John Thomas Graves, Poor Law Inspector] recalls his visits to this Workhouse on 16 March and 18 October 1847 when he found conditions in the 'idiot ward and the foul ward' to be defective. He was preoccupied with other matters and did not take particular notice of the treatment of the lunatics. 'Refer again to J T Graves with reference to his report of 16 October 1847 hereto annexed' [not included]. Graves adds that he surmised the Guardians were about to remedy defects which he had pointed out. He suggests writing to the Guardians citing his own report and the more recent report of the 'Commissioners in Lunacy'. 'Proceed as suggested.' Paper Number: 10248/1848. Poor Law Union Number 530.
