Folios 269-270. Letter from William Roden MD, Medical Officer of Number 2 District, Kidderminster Union, to the Poor Law Board enquiring if it is necessary for medical officers' private practice assistants to hold a legal qualification in order to attend on patients in the workhouse in the absence of the medical officer. Having read the Rules of the Board, Roden notes that: 1. The medical officer is personally bound to attend the poor persons in his care as far as is practicable. 2. When this becomes impracticable, an assistant from his general practice might reasonably 'render his services' in his place. 3. A passage from '32 off: Circular p 94' states that the record of a visit by an apprentice or unqualified assistant must be distinguished from that of the medical officer himself. 4. 'Article 203 no 4' and a 'remark at the foot of Form P' also alludes to the services of an assistant. Roden further states that all the assistants in Kidderminster Union are qualified either by holding a surgical diploma or by completing a full medical education together with considerable experience in Union practice. No medical man would employ an incompetent assistant in his private practice. Scarcely any assistants that he has approached hold the Licence of the Apothecaries' Company. This is the qualification currently considered legally acceptable. Several of the assistants are engaged for considerable periods in the Workhouse. They perform their duties extremely well and are well received by the patients. It would be very inconvenient for the medical officers if they had to discontinue employing these assistants. Roden asks the Board if the rules require the employment of a legally [qualified] medical practitioner as an assistant in addition to the appointment of a substitute in accordance with Article 200. Annotation: acknowledge and send copy of the General Order. Call attention to Articles 199 and 200. The rules require the medical officer to discharge his duties personally as far as may be practicable. When impracticable, duties may be performed by a substitute nominated under Article 200.
