Folios 251-252. Letter from Henry Saunders, Clerk to the Guardians of the Kidderminster Poor Law Union, to the Poor Law Board concerning a 17-year-old boy, a pauper of Wolverley in the Kidderminster Union, who is disabled as a result of having his feet burnt. Saunders informs the Board that the boy receives 2 shillings per work as an outdoor pauper. He walks with great difficulty and is likely to be a permanent charge to the parish. It is proposed to apprentice him to a tailor for 2 or 3 years so that he may eventually earn his own living. The premium for this could be raised from charity if the guardians consent to maintain the boy and find him lodgings in the neighbourhood of his master's house. The rate of maintenance would be 4 to 5 shillings per week. At present, the boy lives with friends who are unable to assist him. The guardians request justification in making the proposed allowance. Annotation: the weekly allowance proposed by the guardians could not be done under 'Article 70 of the Consolidation Order numbers 2 and 3' since this requires the master of the apprentice to provide his food and lodging. Alternatively, there would be no impediment if the binding were voluntary, rather than a parochial one. In this case, the relief would be for the pauper himself, being 17 years old, and he required it on account of bodily [infirmity]. However, this would make the boy a pauper and it would be a case of 'relief in aid of wages'. It would be better if the guardians advanced an adequate premium raised by charity and bound the boy apprentice under the order. The sum raised may go to increase the premium, thereby securing the performance of the conditions. State this to the guardians and enquire if they propose the binding to be voluntary rather than parochial. If so, enquire if the allowance would be on account of bodily infirmity under 'Exception 2 of Article 3 Prohibitory Order'. Paper Number: 5447/1848. Poor Law Union Number 530.
