Folios 224-225. Letter from William Powell, Clerk to the Guardians of the Newport Pagnell Poor Law Union, to the Poor Law Board. The Inspector of Nuisances states that stagnant water and sewerage are found around the houses on one side of the High Street in Newport Pagnell. There is no main sewer in this street. A meeting of the town's inhabitants was told that the making of a sewer deep enough for the present needs would cost £80. The meeting recommended that the cost should be paid by those most affected. No steps have been taken towards raising the funds, and the nuisances continue. Powell asks if the Highways Surveyors can be compelled to construct the sewer. Annotated: that the surveyors of the highways cannot be compelled to make a main drain or sewer where none exists, although they must scour all open ditches and water courses along the sides of the highways, under 11& 12 Vict c 123 s 6.
