Folio 200. Draft letter from the Poor Law Board to Thomas M Spencer, Relieving Officer, Mansfield. In reply to a letter of 17 January, returning the enclosed documents which accompanied it. Stating that the expenses received by the overseers of the parishes of Scarcliffe and Upper Langwith, especially in the distribution of coals amongst the poor; appears to be illegal charges upon the poor rates. Therefore such charges will be liable to be disallowed if introduced into the accounts. The overseers have 'no authority' to give relief, except in cases of sudden and urgent necessity, which came within the terms of the article 4& 5 Will IV c 76 s 5; it is understood from the statement that the cases in which the coals in question have been given do not comply with such terms.
