Folios 251-254. Memorandum from [Thomas Stanley MP for Lancashire] asking Evan Nepean [under-secretary] to present the enclosure to the home secretary. Enclosed is a note dated 21 January received by Stanley from Lancashire regarding the proposed Bill for removing the Port Duty on coal in cases where it operated as a virtual prohibition, drawing attention to the perverse impact of the different treatment of the rivers Ribble and Wyre, and seeking suspension of the duty on coal imported on the Wyre on payment of a fixed annual sum.
