Folios 188-227. Letter from Thomas Parker [of Drake Street, Red Lion Square, Holborn] apologizing to Evan Nepean [under-secretary] for not having checked the enclosure for imperfections. Enclosed is a paper entitled An Inquiry into the Causes for Public Measures with sections on:
the proclamation against seditious meetings;
the prosecution of seditious offences;
associations for preserving public order;
the early calling of Parliament;
proposing the Alien Bill;
embodying the Militia; and
preparations for war.
Parker concludes that the accusations that the executive government had been guilty of alarmism were unjustified.
