Copy out-letter [addressee unstated but see HO 42/24/73] marked 'secret and confidential' from Evan Nepean [under-secretary] enclosing a copy [wanting] of a letter received from Mr Farley at Folkestone [Kent] and instructing the recipient - on behalf of Mr Pitt and Mr Dundas - that, if Farley's information is correct, he should find a pretext for detaining the vessels until he could obtain further directions from the Home Office.
