Folios 60-76. Letter from George Forwood, Assistant Overseer to the Liverpool Select Vestry, to the Poor Law Commission, apologising for not including the enclosed pamphlet with his original letter to them of 6 September. The pamphlet is headed 'The County Rate Assessment on Liverpool, Examined' and is dated 10 February 1834, again written by Forwood. Printed by C A Worral. It includes in the body of the pamphlet details of the Liverpool county rate assessment dated 25 July 1831. He endeavours to illustrate the inequality of the assessment on Liverpool, in reference to the whole county, which Forwood has spent time and effort to rectify since 1828. He stresses that there is a need to equalise parochial assessments by means of an Act of Parliament to compel overseers to use one general and uniform principle, '...so as to prevent partial, capricious and discretionary assessments,.
