Folios 1-7. Letter from Benjamin Hewitt, Master of St Andrews and St George the Martyrs Workhouse, Liverpool, to Edwin Chadwick, Secretary to the Poor Law Commission. He refers to Mr Henderson's claim that the select vestry has saved Liverpool £27,000, mainly through their 'superior Management of the out door Poor'. He was so impressed, after visiting the workhouse, that he offered himself to fill the position of governor there. He complains that although he had applied for the position himself and that at a meeting chaired by the Reverend Augustus Campbell, the parish officers recommended Benjamin Hewitt and his wife, currently master and matron at the St Wandrews Holborn and St George the Martyr Workhouse [Middlesex]; a vestry meeting then appointed an unqualified person. This he saw as perceived favouritism and partiality from the parishioners. He continues with his opinion as to whether such a collective body as the Commission can succeed without a strong body to oversee such irregularities. This confirms Mr Mott's view that unreformed local authorities need to be brought to order [Charles Mott]. [Folios 1-4 are year guards and markers.] Poor Law Union Number 220. Counties: Lancashire.
