Folio 223. Draft letter from Edwin Chadwick, Secretary to the Poor Law Commission, to Jesse Steele, King Street Burslem replying to his letter of 16 February, stating the persons whose duty it is to collect the poor law rates in any parish are bound to use their best exertions to obtain payments from everyone who is liable to pay, and if necessary to resort to such proceedings as the law points out for the purpose of enforcing payments. The Commissioners do not think it necessary to wait until the whole of the current poor rate is collected before another is made, supposing the parish officers to be want of funds. A poor rate has to be made by the overseers of the poor and before it can be collected must be allowed by two magistrates. Paper number: 2391/B/1846. Poor Law Union Number 415.
