Folios 218-219. Letter from Joseph Lowndes, Clerk to the Guardians of the Wolstanton and Burslem Union, to the Poor Law Commission, relating to their letter of 20 January, which was directed to Newcastle on Tyne [Northumberland], regarding the letting of the Burslem Workhouse to the Board of Ordnance, the insurance of the property and returning the lease for the premises. Mr Lowndes's letter refers to proceedings adopted in September 1841 when the agent to the lord of the manor set up a claim to the guardians' interest in the property and that he has never lost that right. There has been an acknowledgement of this by the parish. The letter also states that the guardians are aware that a portion of the workhouse has been built on the 'Waste' and as it is their intention to offer these premises for sale they deem it important that the question of the rights of the lord of the manor be settled before they went to sale. The guardians accepted Mr Sneyd's offer to grant a lease for 300 years at an annual rent of 1s as it would increase the value of the premises for sale, remove any difficulty as to title and prevent any action. The object of the board is to simplify the title, and is sorry if the steps taken are calculated to embarrass the title of the parish to the property. The guardians have communicated with the Ordnance as to the circumstances of the property. Attached to the guardian's letter is a copy of a letter dated 30 January 1846 they had received from Thomas Clarke, Ordnance Solicitor, stating that if the lessees insure in this instance, they require the amount of the rent and duty to be deducted from the agreed rent by £75 a year. The guardians consider this is sufficient if the premises are insured for £800. The guardians ask the Commissioners to decide whether the insurance should be effected by the lessees or themselves. The guardians also request the Commissioners to issue an order authorising them to let the premises in the terms and rent stated in the guardian's letter of 3 November 1845, sent with draft lease of the premises. Clarke's letter also confirms that the guardians letter has been sent to the board respecting the insurance of the premises lately taken for the public services at Burslem. He states that it is not the practice of the Ordnance to insure the premises they possess or rent. If they wish, in this instance, the guardians could effect the insurance, but if there is an insuperable objection to such an arrangement the Ordnance would undertake to insure to the value considered necessary by the guardians, the amount of the premium and duty being deducted from the amount of the rent.
