Folios 204-206. Letter from Joseph Lowndes, Clerk to the Guardians of the Wolstanton and Burslem Poor Law Union, to the Poor Law Commission, about Susan Lycett, a lunatic aged about 47 years and wife of Joseph Lycett, a labourer of Wolstanton. Susan Lycett is sometimes dangerous, and was sent to the County Lunatic Asylum at Stafford, at the charge of Wolstanton Parish in August 1845, and discharged as recovered on 10 November 1845, but has relapsed. Her husband has no regular employment, and is fully occupied looking after her. On 31 December 1845, the Superintendent of the Asylum informed Lowndes that the asylum was full, with a long waiting list, so there would be a long delay before Lycett could be re-admitted. The guardians confirmed the relieving officer's order admitting Susan Lycett to the workhouse pending a vacancy in the Asylum. The guardians object to cases such as this being admitted to the workhouse, and wish the Commission to be informed that the Asylum is full. They are unaware of any licensed house for the admission of pauper patients in the county and have had to apply to such establishments in other counties, an action considered unsatisfactory on grounds of inconvenience and expense. The Commission's views are sought. Copies of two letters from Mr Wilkes, Superintendent of the County Asylum, are enclosed. Lycett's husband has not yet let her be admitted to the workhouse, although she is sometimes very troublesome. Enclosures: copies of two letters from James Wilkes, Superintendent of the County Lunatic Asylum, dated 1 January 1846 and 16 January 1846, stating that there will be a delay before Lycett can be admitted.
