Folios 194-195. Draft letter from the Poor Law Commission to Joseph Lowndes, Clerk to the Guardians of the Wolstanton and Burslem Poor Law Union, acknowledging receipt of his letter of 22 December 1845, with which the lease of the Burslem Workhouse was enclosed. The lease is enclosed with this letter [not included] The Commission regrets the procedure followed in 1841, when Lord Sneyd devised the workhouse absolutely to the guardians of the union, as it embarrases the guardians' title. Usually, the Commissioners require the lessee of a parish house to enter into a covenant to insure the property, but, if the Ordnance will occupy the property for the entire term, this will not be necessary. If occupation by the Ordnance is temporary, such a covenant will be required. Insurance by the lessess is usual, and is appropriate in this case, but will reduce the amount of rent paid. The Commission wishes the guardians to communicate with the Officers of the Ordnance and will issue its Order when informed that this has been done. Paper number: 16320/B/1845.
