The Salmon Fisheries Act 1861 vested the general supervision of salmon fisheries in England in the Home Office and authorised the appointment of two inspectors of salmon fisheries. The Home Secretary also became responsible for oyster fisheries and for freshwater fisheries in general. The inspectors' office became known as the Fisheries Department of the Home Office or the Salmon Fisheries Office. In 1882 one of the inspectors was replaced by an inspector's assistant. The Sea Fisheries Act 1875 removed responsibility for oyster fisheries to the Board of Trade, and the Salmon and Freshwater Fisheries Act 1886 also transferred to the board powers over salmon and freshwater fisheries and control of the inspectorate.
