Folios 290-291. Letter from Joseph Lowndes, Clerk to the Guardians of the Wolstanton and Burslem Poor Law Union, addressed to W J Gilbert, Assistant Poor Law Commissioner, at Lichfield, forwarding, the weekly returns as instructed by Mr Bayley [not included]. These show a substantial reduction in outdoor relief when compared with the same period for 1839 largely resulting from the discontinuance of outdoor relief to able bodied widows and children from 20 October 1840, following the issue of the Commission's prohibitory order. Since only three widows have come into the workhouse and they have remained only a short time. Trade in the area has been depressed for some time and a portion of the guardians believe that many widows are suffering great privations rather than come into the workhouse, the majority believe that they have for the really destitute made the best provision by offering them the workhouse. The guardians have not adopted the fifth exception under article 1 of the prohibitory order. Apologies given for inability to attend inspection due to indisposition.
