Folio 289. Letter from W J Gilbert [William J Gilbert], Assistant Poor Law Commissioner, to the Poor Law Commission, written from Lichfield following the first inspection of the workhouse at Chell. He reports that the clerk was ill and confined to bed, the workhouse is in many respects not well constructed, the master is unable to supervise the yards adequately, wards for different classes are divided by iron railings allowing communication. The major defect is that it stands on a made foundation which retains water making the workhouse damp and the yards wet. The guardians are doing their best to remedy these defects but it is doubtful if their efforts will succeed. The master appears well qualified; the habit of smoking by both men and women is such that the master is compelled to permit only those with the medical officers' authority to smoke. The guardians have used the secondary test allowing men to work in the house by day and return to their homes with relief in kind at night. 57 men have been dealt with in this way but they became disorderly and the master reverted to the full test, however not one of them came in. The class of persons here is as at Stoke where the secondary test continues and 26 men are receiving relief perhaps there also the secondary test for the able bodied can be substituted by the full test.
