Refers to previous correspondence relating to the enactment of Ordinance No. 3 of 1869 for the reduction of public expenditure and forwards despatch from President Campbell in which he states that the ordinance would not be put into operation until 1 October 'as there was a threatened disturbance caused by a dispute amongst the Wreckers owing to their being unable to obtain their salvage'.
