Notes the post of Vice Consul for Sarawak and Civil Administrator of Brooketon has existed for many years and that relations between Brunei and Sarawak have always been carried out through HM's Consul; states that no administrative functions in Brooketon other than those conferred by the concession of the Sultan have been assumed by the Rajah.
