Administrative / biographical background

In 1986 the government announced a scrutiny of legal aid with the following terms of reference:"Given the necessary judicial independence of the courts and existing reviews of court procedure, to consider the determinants of expenditure on the legal aid scheme by looking at its operation and administration in practice, and to make recommendations". The Scrutiny Team was drawn from the Lord Chancellor's Department, the Treasury and the Efficiency Unit (Management and Personnel Office). Its objective was to ensure that the best possible value is obtained for the resources devoted to legal aid.
