The Lord Chancellor and the Home Secretary announced on 8 November 1983 their intention to establish an independent committee of inquiry with these terms of reference: to consider in what ways the conduct of criminal proceedings in England and Wales arising from fraud can be improved and to consider what changes in existing law and procedure would be desirable to secure the just, expeditious and economical disposal of such proceedings. The report of the committee was published and presented to the Lord Chancellor and the Home Secretary in January 1986.
