Description

Report on 8th Report of the Commissioners of Revision where it relates to workmen in the Master Shipwright's Department, showing present pay, compared with daily pay proposed in the Report, with a comparison of the winter and summer months and other changes in rates when sent to other yards and sleeping afloat. Their pay will be considerably reduced, except for the Colour Grinders. Problems could occur if deserving men returning to duty after being wounded, are placed in the lowest class. Do not feel it appropriate to deduct a proportion of apprentices' earnings to the Government, and do not think there will be any benefit to the Government in giving a yearly stipend to apprentices after serving a certain proportion of their time. Sees a difficulty in their removal in case of misconduct of the instructors, if apprentices are jointly bound to the Instructor and Master Shipwright. Recommend indentures be filled up in the Master Shipwright's office, or in the office of the Clerk of the Ropeyard, to avoid a cash account being kept in the offices of the executive officers. Consider most benefit will be obtained by employing workmen by the Piece. The recommendation that a Master Measurer and Sub Measurer be appointed to take an account of the various works will deprive the service of useful men and prove expensive. Consider no works should be done by the Day, where prices are fixed for Task or Job..
